To enable the cohesive registration of data in various registration systems – recording activities and events about the same object by different teams at different points in time – individual process applications either do not support this cohesive object registration at all, or only at a high cost. Yet, this cohesiveness and the associated quality control are becoming increasingly important due to the legal requirements of these registrations. Consider the SOR (Cohesive Object Registration), which is currently being developed intensively. The municipality of Hoorn wanted to digitize these internal processes in a way that was different from existing (legacy) solutions. The current application landscape offers insufficient flexibility, while changes should be implemented quickly to continue to meet the changing needs of citizens and businesses. Therefore, an IT solution was sought that could easily and quickly set up a digital process and flexibly adapt to new developments. A future-proof solution that could easily be expanded to include new events and activities for other permits, such as parking, pitch, or terrace permits. A solution that would connect the various departments involved, facilitate better communication, and provide insight into each other's work. Where people know the status of a request, where it is in the process, and whether the turnaround times based on the Service Level Agreement are being met. Collaboration! This leads to better coordination and optimized processes.

Solution: During the Project, the processes were assessed and optimized. The execution of these processes is supported within the application through a Workflow module. The various processes and process steps are configured in this module and can be adjusted immediately if the situation changes. The municipality of Hoorn wanted the application to monitor the timely execution and monitoring of agreements within the registration process. This was a key criterion due to the legal requirements for registrations. This requirement also spanned various departments and the applications required within the process, such as the BAG (Road Registration and Allocation of Municipalities) or BGT (Road Registration and Allocation of Municipalities). Within the Workflow module, the duration of each process step can be specified and a notification alert is provided if the Service Level Agreement is not being met. To promote collaboration and plan their own work, employees can indicate whether they want to be notified via email when a request is submitted for processing. Registration processes and progress (to-do, progress, and status) are also visualized for users and management through a user-friendly interface and dashboards.
Results: Agile approach. The Municipality of Hoorn determines the content of the sprints. Daily contact and rapid response from Aquila to requests and changes. MVP (minimum product to be used) completed in 3 weeks. Scalable solution. Started with an MVP for initial basic administration. New functionality was added in subsequent phases. User-friendly. Clear dashboards with status information and to-do lists. Visualization of the process steps for the user with direct insight into the status. •Single Object View. Various events and activities related to a single object are interrelated. •Cloud. The application is hosted in the Mendix Cloud. This cloud environment meets strict security requirements (ISAE 3402 type II certified) and is regularly tested by external specialists. The data is stored in the EU. The supervisory authority, De Waarderingskamer, awards the municipality of Hoorn in 2026 with 4 stars. The municipality of Hoorn provides high-quality WOZ appraisals and meets the required quality requirements in all aspects of the WOZ work process. The municipality has also taken sufficient measures to ensure adequate management and quality control of its work.
