General Information

Business Need: MSHDA manages complex multifamily financing involving over 20 unique steps and 8 internal teams—including legal, environmental, and underwriting. Legacy processes relied on disconnected spreadsheets and paper forms, creating visibility gaps and slowing aid delivery. Stakeholders needed a scalable way to handle annual shifts in funding requirements, subsidy layering, and compliance tracking without massive technical debt.

Solution: Built on the Kinetech Conductor engine, the "MI-Rental" platform utilizes a reflexive architecture to separate application logic from evolving funding rules. It features a secure developer portal for proforma uploads, automated GIS eligibility checks, and side-by-side financial analysis tools. The solution orchestrates the full lifecycle—from NOFA publication to Loan Committee approval—using role-specific dashboards and native document markup.

Results: The platform standardized multifamily underwriting across nine service groups, eliminating coordination bottlenecks and manual data entry. By automating proforma mapping and ranking logic, MSHDA achieved real-time visibility for the developer community and faster, more transparent funding decisions. This low-code infrastructure allows administrators to adjust scoring rubrics and spin up new funding rounds in real time, ensuring that Michigan remains a national leader in affordable housing development.
