Business Need: The Commission faced a critical bottleneck with dozens of aging applications slated for deprecation and a workforce nearing retirement. Managing over 5,000 utilities using fragmented systems created transparency issues and administrative fatigue. They required a scalable, unified environment to track multi-million-dollar infrastructure projects and high-volume consumer inquiries without the technical debt associated with traditional COTS solutions.

Solution: Kinetech established a digital Center of Excellence to modernize the state’s utility ecosystem. We developed a unified platform using a reflexive microservices architecture, including a specialized Construction Reporting System and a custom CRM. These systems automate infrastructure project tracking, energy impact analysis, and regulatory case management, providing a secure, transparent environment for Commission staff and regulated entities. These modules are central to their overall case management platform, which is currently being built.

Results: The transition replaced fragmented workflows with a disciplined, data-driven environment that ensures high availability for critical state oversight. By automating reporting for generation and transmission projects, the agency eliminated manual bottlenecks and achieved real-time visibility into grid stability and spending accountability.
