The State faced operational friction within a fragmented legacy environment built on aging Grails and Java frameworks. This technical debt hindered the DJJDP from effectively coordinating intake, court services, and facility operations across the state. The agency required a unified system to track the juvenile justice lifecycle, from prevention and intervention (JCPC) to detention and post-release supervision, while ensuring strict data sovereignty and regulatory compliance.

Business Need: The State faced operational friction within a fragmented legacy environment built on aging Grails and Java frameworks. This technical debt hindered the DJJDP from effectively coordinating intake, court services, and facility operations across the state. The agency required a unified system to track the juvenile justice lifecycle, from prevention and intervention (JCPC) to detention and post-release supervision, while ensuring strict data sovereignty and regulatory compliance.

Solution: Kinetech is helping the State DPS modernize the statewide juvenile justice ecosystem through a collaborative co-development model. Kinetech trained internal developers and assisted in architecting and developing an application portfolio of five critical applications, including case management, grant/program management, transportation, resident, and tracking solutions.

Results: The transformation is replacing decades of technical debt with a future-proof infrastructure. By enabling the DPS team through a collaborative "Build & Transition" model, the state achieved long-term operational autonomy and the ability to manage their own roadmap. Streamlining the funding and investigation processes has improved the delivery of essential services to at-risk youth. The platform provides a foundation for advanced analytics and mobile-centric engagement, ensuring the agency can adapt to evolving public safety mandates with operational certainty.
